An international organization established by ten western European states by the Treaty of London (1949) to promote European unity, human rights, and rule-of-law, among other things. The Council of Europe now has more than 45 member states.
The Council of Europe and is not a European Union institution, and is often confused with the Council of the European Union.
The European Court of Human Rights is a body of the Council of Europe.
